The UN Sustainable Development Cooperation Framework 2022–2026 for Cameroon Endorsed in Yaounde

His Excellency, Alamine Ousmane Mey; Minister of the Economy, Planning and Regional Development, and the UN Resident Coordinator, Mr. Matthias Z. Naab, signed the UN Sustainable Development Cooperation Framework 2022 – 2026 for Cameroon in Yaounde. The ceremony was attended by several members of government, senior government officials, heads of UN agencies in Cameroon, and Cameroon's financial partners.

"The UN system in Cameroon expresses its deep appreciation for the continued partnership with the Government of Cameroon. Operating under the "Delivering as One" initiative, the United Nations System of agencies, funds, and programmes recommits its support to Cameroon's national development priorities. With the start of the Decade of Action, the Cooperation Framework comes at a transformative moment to focus together on critical areas in achieving Cameroon's national vision of '…a society where justice, security, stability, and prosperity prevail' and the achievement of the Sustainable Development Goals (SDGs)," said Mr. Naab. He further praised the government's efforts and engagement in the pocess of developing the Cooperation Framework and described it as a very strong example of the constructive cooperation between the United Nations and government of Cameroon.

H.E. Alamine Ousmane Mey expressed his belief that the Cooperation Framework constitutes a valuable tool for Cameroon's development. It responds to the policy and programming priorities of the National Development Strategy 2020-2030, including Cameroon's Economic Vision 2035 and the African Union 2063 Agenda. Appreciating the close relations between the Government of Cameroon and the United Nations, he noted that the Cooperation Framework would also enhance the joint vision of achieving the Sustainable Development Goals. Minister Ousmane Mey further expressed his deep gratitude to the UN Resident Coordinator and the UN heads of agencies.

Based on the UN General Assembly Resolution 72/279 to better position the United Nations' operational activities for development, the Cooperation Framework constitutes the UN's central country planning instrument in support of the achievement of the 2030 Agenda and responds to the global reform of the UN Development System. As stated by UN Secretary-General, Antonio Guterres, "The goal of reform is a 21st century United Nations, focused more on people and less on process, more on delivery and less on bureaucracy. The true test of reform will be measured in tangible results in the lives of the people we serve – and the trust of those who support our work".

This Cooperation Framework was jointly prepared by the United Nations system and the Government of Cameroon and is informed by President Paul Biya's 2035 Economic Vision and the National Development Strategy 2020-2030. It builds on the fruitful successes of the cooperation between the Government of Cameroon and the United Nations. With the African Union Agenda 2063 and the SDGs at its core, the Cooperation Framework enables the 22 UN agencies in Cameroon in implementing programmatic interventions under its four strategic priorities:

1. Inclusive and sustainable growth;
2. Quality, inclusive and equitable human and social development;
3. Institutional support and citizen engagement;
4. Environmental sustainability management of climate risks and disasters.

Each of these strategic priorities is attached to expected strategic results at the outcome level. The priorities and expected results are catalytic, cross-sectoral, and based on multi-stakeholder commitment and action.
